Ginger Segel has 33 years of experience in affordable housing policy and development. She began her career as a tenant organizer in the late 1980’s as thousands of small single room occupancy apartments were bulldozed to make way for office towers and high-end residential development in Seattle. She was the Housing Director and the Director of Advocacy and Resident Services for the Low Income Housing Institute, the Executive Director of the Washington Low Income Housing Network, the pre-cursor to the Housing Alliance, and the Chief Development Services Officer for Community Frameworks. She has participated in the creation or preservation of thousands of low income rental units in Washington State and has developed housing for seniors, homeless individuals and families, low and moderate wage workers, and people with mental illness or other disabilities. In addition to developing housing, she has secured financing and done project management on several community facilities including child care, community service centers, and a medical clinic.
Ginger brings a deep wealth of knowledge and experience working with many different funding programs and types of housing and community facility projects. Her portfolio includes work for community-based non-profits, housing authorities, community action agencies, mental health agencies, and other types of organizations. She has used HOME, CDBG, HUD 202, HUD 811, McKinney, and other federal sources, as well as the State Housing Trust Fund, State Building Communities Fund, direct state capital allocations, Federal Home Loan Bank AHP, 4% and 9% LIHTCs, bond financing, and private bank loan products. She has developed workforce housing, special needs housing, emergency shelters, a child care center and other community facilities. She is committed to providing high quality development services regardless of project size or location.
Before starting GS Consulting, Ginger was at Community Frameworks from 2004 to 2019, first as a Senior Housing and Community Developer and then as the Chief Development Services Officer supervising a staff of 7 housing development professional managing a pipeline of 10 – 14 rental or community facility projects at any given time.
Mary is a housing developer and planning professional with over 30 years' experience. Having worked as both a public servant and a private developer, she brings a valuable perspective and ability to find solutions that balance public need and fiscal responsibility. She enjoys the challenge of finding ways to move projects forward that benefit the community and the environment. Mary's strengths include policy and code conformance evaluation; multi-jurisdictional project management; issues identification and solutions collaboration; relationship development; and technical writing. Over the past several years, Mary has focused on affordable housing development, from concept to financing, through funding and development. She has experience with 9% LIHTCs, HUD funding programs, project-based federal rental subsidies, and state and local funding sources. As Senior Housing Developer at GS Consulting, Mary is responsible for overseeing the Rural Technical Assistance program and managing affordable housing developments across the state.
Brian Njoroge is an intern with GS Consulting for the 2023-24 school year. Brian is a first generation immigrant from Kenya, studying Urban Design at the University of Washington. His academic pursuits in social sciences, public policy, and community development have given him an understanding of housing inequities in the United States. As an urban design major, he finds immense satisfaction in unraveling innovative solutions to complex design challenges and possesses a strong comprehension of the intricate relationship between urban spaces, people, and the environment.
Melissa has been keeping GSC honest (and organized) since 2020, when she joined as our bookkeeper. She owns her own Bookkeeping business and works with a variety of small businesses and nonprofits. Melissa enjoys working with small businesses to help give them the support they need behind the scenes, so the business owners can focus on their main business goals and work. When she is not crunching numbers, she enjoys doing home improvement projects and spending time with her son.
